Global Health: Factors Contributing to Low Vaccination Rates in Developing Countries

In anticipation of the United States being asked to fund and provide other support for the renewed international effort to promote childhood immunization, you asked us to examine some of the key issues involving vaccine availability. As agreed with your offices, this report provides information and analyses on (1) the locations where shortfalls in immunization coverage are most prevalent and (2) the factors that impede vaccine availability in these locations. Our scope and methodology for this report are outlined in appendix I. We will report separately on our work aimed at identifying the implications of various courses of action that Congress may want to pursue to increase vaccine availability.
