This Air Force instruction (AFI) implements Air Force Policy Directive (AFPD) 33-2, Information Protection, and applicable parts of National Security Telecommunications and Information Systems Security Instruction (NSTISSI) 4003, Reporting and Evaluating COMSEC Incidents. It sets up procedures for reporting incidents affecting the security of communications security (COMSEC) material to the Director, National Security Agency (DIRNSA), the Air Force Communications Agency (AFCA), appointed controlling authorities, and other cognizant authorities in established chains of command. It applies to all Air Force military and civilian personnel and Air Force contractors who get COMSEC support from the Air Force. This publication pertains to all COMSEC material, including controlled cryptographic items (CCI), electronic key, keyed common- fill devices, cryptographic equipment, and electronically generated keys (generated by field and electronic key management systems EKMS). The term major command (MAJCOM), when used in this publication, includes field operating agencies and direct reporting units.
