Military Operational Requirement (MOR) for Communications and Information Systems (CIS) Connectivity in Support of Joint Operations (Revise 1)

This document is the Bi-MNC Military Operational Requirement (MOR) for the Minimum Scale for Communications and Information Systems (CIS) in Support of Joint Operations. It establishes the minimum scale of CIS connectivity required to ensure effective consultation, coordination, and command and control (C2) of deployed joint NATO forces. It will be through the efficient use of NATO CIS assets that future joint operations can be executed and effective. The Joint chapter provides overarching CIS policy and common CIS capabilities found in the Land, Air and Maritime components. The Land, Air, and Maritime chapters provide the basis for service-specific minimum scale CIS requirements.
