This paper, in its entirety, states a military operational requirement, which if realized will enhance interoperability. The aim of the paper is to highlight the stated requirement in order to gain its endorsement as a legitimate requirement within the NATO C3 organizational structure to enable further development in interoperability of lower level tactical communications. There is a military operational requirement for Alliance forces to exchange data, by secure means, at the lower tactical level during mobile joint/combined operations in order to enable interoperability.
