The aim of this document is to set out the doctrinal framework for CIS Planning, in the context of CROs, in order to provide a coherent and definitive foundation document for CIS planners throughout NATO and the PfP nations. It is intended that this doctrinal framework should build on the 'CIS Concept for EAPC/PfP CR0' covering operational Planning aspects for small, medium and large-scale operations.
