CETO Quick Look: Dealing With the Civilian Population in Post-Saddam Iraq

The Marine Corps Warfighting Lab conducted a Fast Train Wargame Thursday, January 30, 2003. Its purpose was to examine ways US forces dealt with local populations, from the US Marine Corps Combined Action Program (CAP) experience in Vietnam to other experiences in Somalia, the Balkans, and Afghanistan, with the focus on dealing with the civilian population in a post- Saddam Iraq. Participants included former and current senior Defense, State, and Agency officials, as well as retired Marine Corps General Officers, officers who served in the CAP and with Special Forces in Vietnam, and distinguished authors and academics. Subsequent to the Fast Train, the Center for Emerging Threats and Opportunities (CETO) held several other discussions and distilled the major points surrounding this issue into this Quick Look report. Several attachments are included to provide additional information (see side bar). For the most part the information in this report will neither be new nor surprising to Marine commanders. It is submitted merely to assist commanders in discussions as to potential Tactics, Techniques, and Procedures and training to prepare for operations in a post-Saddam Iraq.
