Web-Based Countrywide Resources Planning System with the Centralized Support of National Mapping Center.

The paper discuses a specific area of information gathering and processing: at the boundary between military and civilian usage. Crisis management is increasingly important in both areas in the current climate of asymmetric threat and terrorist activities. The availability of resources is one of the key issues in crisis management. The system described in this paper, called ARGIS, collects information about resources throughout the Czech Republic, whether they are in the public or private sector. It represents a part of the information support component of the Czech Republic's countrywide crisis management system. ARGIS serves the function of an information pump to the staff at regional crisis command centers. It allows these staff people to better plan and utilize the resources that are available to their regions in a national emergency. The system, which has been in operation since 2001, is based on a loose reporting structure that is founded on the rules defined by legislation and the activities of the bodies that play a role in crisis management. ARGIS users have detailed country maps available to them through the State Mapping Center to help them identify resources in the country geographically. All of the system's services are supplied through the world wide web with no specific requirements to users other than those relating to security. Nineteen briefing charts summarize the presentation.
