Within the Department of Defense, the Missile Defense Agency is responsible for developing and fielding a Ballistic Missile Defense System (BMDS). The BMDS is designed to intercept threat missiles during all phases of flight: boost, midcourse, and terminal. The Ground-Based Midcourse Defense (GMD) is an element of the BMDS and uses Ground-Based Interceptors (GBls) to intercept and destroy long-range missiles during the ballistic (midcourse) phase of their flight before their reentry into the Earth's atmosphere. The In-Flight Interceptor Communication System Data Terminals (lDTs) are geographically distributed ground stations that provide communications links within the GMD system. The Proposed Action is to construct and operate three lDTs and an lDT support Facility that would occupy a single site at Fort Drum or Niagara Falls, New York. Construction of the site would begin in spring of 2005. Operation of the lDTs would continue Indefinitely for the life of the GMD system.
