The purpose of the Proposed Action is to accomplish the construction and operation of one new 14 to 26 meter diameter antenna and radome structure to support the ADF mission at Buckley AFB, Colorado. The ADF proposes to erect one new antenna and radome structure to enhance its organizational mission. The antenna would be constructed on concrete foundations with grounding and utilities interfacing with the existing support buildings. This antenna would be part of the existing Remote Terminal Facility (RTF) located within the secure area on the northeastern portion of Buckley AFB. Existing ADF personnel would operate the antenna; no additional manpower would be required. The ADF is a Department of Defense (DOD) information processing, analysis, relay, and test facility supporting the U.S. Government and its allies. In addition, it provides an operational environment for training government and civilian personnel in the execution of their organizational mission. This EA has been prepared in accordance with the National Environmental Policy Act to analyze the potential environmental consequences of constructing an antenna within the existing Aerospace Data Facility (ADF). Under the no action alternative, no additional antenna would be constructed. The environmental resources potentially affected by the proposed action and alternative include hydrologic resources; air quality; noise; biological resources, including vegetation, wildlife, and protected species; social and economic resources, including environmental justice; land use and transportation; public services and utilities; and hazardous materials and substances. Based on the nature of the activities that would occur during construction/operation of the antenna, the U.S. Air Force has determined that minimal or no adverse impacts to the above resources are anticipated.
