Interagency Challenges and Solutions to Nationbuilding

The United States has conducted nation-building operations every two years since the end of the Cold War. Despite these experiences and the lessons it has learned, interagency integration and execution below the theater strategic level continues to yield mixed results. The challenges in this area have reached their height during Operation Iraqi Freedom (OIF). Although significant effort has been made to improve these shortcomings, the long-term solution requires a dramatic institutional change that requires interagency individuals and units to be formed, trained, and deployed in a manner similar to their military counterparts.
