This project investigated the proposition that dismounted soldiers would operate more effectively when they are more empowered, meaning they would be allowed to make a greater number of decisions by themselves. Increasing the level of empowerment follows changes in the Department of Defense concerning mission intent and network centric operations. The results of this project show that platoon and squad commanders already are allowed (and even obligated) to make all decisions concerning their own unit during normal framework operations. The primary reasons for this is that commanders have 'ears and eyes' in the field and communication with higher echelons is not guaranteed. The freedom of making decisions is however constrained by the prevailing rules of engagement and the mission intent of the superior officer. It is advisable to improve the exchange of information with higher echelons to further enhance the independence of operational commanders.
