Projecting Personnel Security Investigations (PSI) Requirements: Current Issues, Challenges and a Viable Approach

Minimizing the discrepancy between projected and actual personnel security investigations is essential to staffing the investigations program responsibly, thereby increasing the efficacy of the security clearance-granting process. Accordingly, the Under Secretary of Defense for Intelligence directed the military departments and the defense agencies and field activities to generate validated predictions for annual investigations that fall within five percent of actual requests. IDA was asked to explore the wider adoption across the Department of Defense of an Air Force model that takes into consideration manning requirements, attrition, and personnel assignment and security policies to accurately predict the numbers of investigations up to 2 years in advance.
