The Special Inspector General for Iraq Reconstruction initiated this project assessment as part of its continuing assessments of selected activities of the Economic Support Fund. SIGIR conducted this project assessment in accordance with the Quality Standards for Inspections issued by the President's Council on Integrity and Efficiency. The assessment team included a professional engineer/inspector and an auditor/inspector.
