Preemptive Strike Policy of the U.S.: An Argument for Adjustment to the National Security Strategy

As rogue nations and non-state actors like Al Qaeda and Hezbollah present difficult challenges for future administrations charged with the defense of American interests, the United States must revise its preemptive strike policy in order to retain its legitimacy while allowing for unquestionable application of military force.
