Phase 1 Environmental Baseline Survey for Construction of a Wastewater Transmission Pipeline by the City of North Las Vegas on Nellis Air Force Base Clark County, Nevada

This Phase I Environmental Baseline Survey report was prepared to support the proposed construction of a wastewater transmission pipeline on Nellis Air Force Base (AFB) to connect with the new water reclamation facility being constructed at the corner of Betty Lane and Carey Avenue (the pipeline corridor is hereafter referred to as the subject property). The property involved is located on the Nellis AFB Golf Course adjacent Sloan Channel and along the west security fence north of Tyndall Avenue, along North Nellis Boulevard to near the intersection with North Las Vegas Boulevard (see Figures 1, 2 and 3; Appendix B). This report was prepared and the site reconnaissance was conducted according to Air Force Instruction 32-7066: Environmental Baseline Surveys in Real Estate Transactions and the American Society for Testing and Materials guidelines ASTM E1527-05, which define good commercial and customary practices in the United States for conducting an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (42 USC 9601) and petroleum products. According to information gathered from document searches, interviews, and the site reconnaissance, Gulf South Research Corporation (GSRC) found no evidence of contamination in connection with the subject property and found no evidence of contamination on adjacent properties surrounding the subject property that would pose an environmental risk. Closed Environmental Restoration Program (ERP) sites LF-01, SD-15, WP-17 and WP-24 exist within a 1-mile search radius on Nellis AFB, and three gas stations exist along North Nellis Boulevard near the subject property. No environmental risk for the subject property is associated with any of the ERP sites of nearby gas stations. Based on information gathered for this assessment, no further investigation or assessment for hazardous materials.
