Public Law 108-106, as amended, requires the Special Inspector General for Iraq Reconstruction (SIGIR) to prepare a final forensic audit report on amounts appropriated or otherwise made available for the reconstruction of Iraq. To fulfill this requirement, SIGIR has undertaken a series of audits examining major contracts for Iraq reconstruction. The objective of these audits is to examine contract cost, outcome, and oversight, emphasizing issues related to vulnerabilities to fraud, waste, and abuse. This report is the ninth in the series of focused contract audits. It examines reconstruction work contracted for by the U.S. Army Corps of Engineers (USACE) and performed by Kellogg Brown & Root Services, Inc. (KBR), related to rebuilding the southern portion of Iraq's oil infrastructure. This contract was competitively awarded in January 2004 (contract W9126G-04- D-0001).
