Report of the Defense Science Board Task Force on Defense Intelligence - Counterinsurgency (COIN) Intelligence, Surveillance, and Reconnaissance (ISR) Operations

Department of Defense (DoD) resource constraints and challenges are becoming more evident, even as the Department faces a wide range of prospective COIN operations in the future. As a result, the Department must take into account what it has learned in recent and current COIN operations, the need to continue supporting current operations as effectively as possible, and the challenges of preparing for the future. This report represents an effort to understand the balance that will be required to meet these challenges, and to plan accordingly.
