As stated previously in Section 2, Stage 1 involved the collection, correlation, and analysis of all of the data on ultimate shear strength available in 1952.nMuch was learned from those studies. An expression was obtained that could be used to predict the ultimate shear capacity of simply-supported rectangular beams without web reinforcement, under one or two concentrated loads. The ultimate strength criterion for shear failures was a limiting moment rather than a limiting shearing stress (2). By means of purely theoretical considerations this basic expression could be applied to other types of loading and the effect of axial load could be taken into account but the experimental evidence to verify these applications was very meager or non-existent.
