A Signal Corps letter of 9 January 1963 requested suspension or deferment of work in several areas in order to minimize expenditures under the contract dur¬ing FY-1963. One store and forward module was stopped and effort reduced on the second. Work on the analog switch was stopped. Quantities of digital terminal equipment were reduced. Quarterly reports were suspended and instruction book material was deferred to FY-1964. Systems engineering was reduced to support of the Test Model and specified studies. In July, full effort was reauthorized on one store and forward module. Early in September, the digital terminal equip¬ment and quarterly reports were reinstated. Fabrication and shop tests of the ana¬log switch were authorized but wiring and integration into the Test Model remain suspended.nIn System Engineering definition of the specific features to be included in the Test Model was undertaken. The system control arrangements for the Test Model were reviewed. An analysis of the comparative advantages of hierarchical and non-hierarchical networks was completed. The methods of operations for the traffic and supervisory consoles and offline data processing procedures for reduction of traffic statistics, for preparation of automatic message accounting data, and for program updating were also completed. The method of handling calls was updated and implementation plans for the remaining service features included. Heading translation requirements for demonstrating the ability to process store and forward messages with ACP 127(c) headings were prescribed. Requirements for the oper¬ation of high speed message store and forward ports on a simplex-duplex basis were specified.nA study of the transmission of digital signals over the analog network was completed. Transmission considerations when interconnecting UNICOM subscrib¬ers with subscribers of other systems were reviewed. Maintenance of UNICOM facilities, the effect of aircraft interference on the transmission of digital signals over tropospheric-scatter radio, and conference arrangements for vocoded voice signals were studied. Tests of digital transmission over an HF radio link were started. A study of the transmission of vocoder signals in a degraded mode and an experimental investigation of black-and-white facsimile transmission were both completed. User evaluation tests employing a working model of the digital voice telephone set were completed and analyzed. They substantiate basic choices made earlier in the telephone set design. System engineering requirements for digital and analog stations including requirements to implement the allocated service and automatic restoral features have been completed. The Test Model Test Plan was completed and submitted as required contractually.nIn the Test Model development program fabrication and installation of all items not suspended progressed to the point that all equipment is installed and a large part of it is operational. Those units of the Test Model which are controlled by the central processor were brought online using a special program which exercises all operational and maintenance portions of the equipment. The tests on the remain¬ing equipment were accomplished by various subsystem tests to insure satisfactory operation of the unit and each of these subsystems is being integrated in an orderly fashion into the operating complex. Many operational programs were completed but have not yet been placed into the central processor.
