This report contains the results of an Investigation of Speech Processing Studies covering the period from September 1961 to September 1963. The detailed report for this entire period is covered in two parts; first, the Scientific Report No. 1 covering the period from September 196l to September 1962, and this, the Final Report, which covers the period from September 1962 to September 1963. In order to avoid repetitious coverage, activities of the first period will only be summarized, except when it is deemed necessary to include them as prefatory material. The investigation has been responsible for the continued updating of the capa-bility and flexibility of the Voice Data Processing System in an attempt to maintain optimum compatibility between the processor and the research effort for which it was intended. (The Voice Data Processing System was designed and developed by Mel par, Inc., for the USAF under Contract A519 (60U)-5579 to support research on digital voice communication and evaluation of a speech bandwidth compression technique.) Significant changes which occurred in this final period are the method of recording input amplitude, greater selectivity in pattern coding, expanded keyboard capability, and increased reliability in compiling speech statistics. The appendices include a Definition of Terms and the System Operating Instructions.
