When a new weapon system is designed, it sometimes demands that men be able to operate or maintain equipments which never before existed. It is imperative that at the time the weapon system becomes operational, the personnel subsystem - i. e., all personnel involved, in operation or maintenance be operational also. The availability of operational personnel implies prior selection and training.
