INCOMPATIBILITY BETWEEN REQUIREMENTS DETERMINATION AND DISTRIBUTION CONTROLS AS EVIDENCED BY SUPPLY FAILURES ON EO&SP CONUMPTION TYPE ITEMS

This study is not aimed at such failures. Its purpose is to provide a method whereby management within the system can objectively observe trends responsible for over-all conditions of non-support which are, for the most part, outside the control or even perception of materiel item managers. To these item managers, who must shoulder the final responsibility for failure to provide materiel support in an economical and effective manner, this study is dedicated. Too frequently, in the writers' opinions, item managers have been maligned, ridiculed, and held to account for con¬ditions they did not produce and were powerless to prevent. This study aggregates their complaints, refutes or substantiates them, and offers some suggestions to middle and higher levels of management that will afford the item managers the authority, information, and guidance they require to do a better job.
