Part II of the document has been rewritten to a great extent. On the other hand. Part I has been changed very little. A paragraph has been added on extrapolation, for we wish to try to discourage indiscriminate use of interpolation formulas for extrapolation. A short paragraph has been added on numerical differentiation since, because of popular demand, it 'was decided to include such a program in the list in Part II. finally, some descriptive material concerning smooth surface interpolation has been added.
