The object of the research program is the development of practical control systems which will provide optimum con¬trol characteristics for VTOL aircraft throughout their flight regime and under all conditions of weather and combat.nThe program will consist of three phases and will involve both theoretical and experimental studies including the in-flight evaluation of the most promising control system concepts and mechanizations.
