Determination of feasibility was based, primarily, on two areas of investigation. The first area of investigation was the development of a station which would possess the minimum motion requirements set out in the design criteria. The second area of investigation was the development of a handling system capable of transferring from a cargo barge to the station, lowering to a depth of 6000 feet, maintaining at this position for a period of thirty days, and retrieving and transferring from the station to a cargo barge a payload of 900,000 pounds.
