Instead of an introduction, an apology is made, in the classical sense of being a formal explanation not an excuse, for information system design techniques. A set of actions is presented to aid in the design of the systems. "The System Design Sentence" is stated, and is used in a "primer" for design techniques. Three design techniques are described: the inclusion principle, the key man approach, and the apply caution of information control. The applications of these three' techniques are reviewed.
