1. The subject problem assignment under reference (a) was established for the purpose of developing a specification for a satisfactory cleaning compound which can be used in enclosed spaces; which will have the efficiency of reference (b), and which will not have the toxic effects on personnel exhibited by 1,1,1 - trichloroethane and other chlorinated compounds used in safety solvents.n2. In order to keep the number of procurement specifications at a minimum and thus avoid the high cost of cataloging and stock maintenance, the initial approach taken in conducting this investigation was to study existing specification materials that could possibly serve the purpose intended.
