The Role of Cost-Utility Analysis in Program Budgeting

The decision-making process in the Federal Government and program budgeting concepts and analytical techniques which might help sharpen intuition and judgment in making major allocative decisions are discussed. The main purpose of the research is to help improve understanding of the principles of program budgeting, to stimulate others to develop these ideas further, and to accelerate the appli cation of program budgeting in governmental activities. The chapter represented by this Memorandum is concerned with the use of cost-utility analysis as an integral part of the total program budgeting process.
