COMMUNIST CHINA'S DEMANDS ON THE WORLD,

摘要

The attempt was made to identify goals and methods of Chinese foreign policy. It is suggested that the methods tend to form patterns whose variations through time correlate with changes in the goals pursued. Major changes in the grand design since 1949have occurred twice--in 1951and 1957. The controlling factor in such shifts has been the perception of the world distribution of power. The Chinese Communists view the distribution of power basically as bipolar. Depending on their analysis of the bipolar power basically as bipolar. Depending on their analysis of the bipolar power balance,their grand design may identify only enemies outside the Communist bloc or may identify some non-Communist countries as potential temporary allies,but ultimately does not tolerate an independent third power factor.
