The present report over’s primarily the theoretical phase of the project, although some experimental results are included for comparison purposes. Except for a relatively small proportion of desk computations, used as check values for electronic computer data, the bulk of computed results were done on the NORC computer at the U. S. Naval Proving Ground at Dahlgren, Virginia.
