A study, described in reference (3), was conducted by HWL, Dahlgren to determine if a HERO test program for use by weapon developers was feasible. It was found that failure of weapons to meet the HERO evaluation criteria in the. past was caused by faults in the implementation of one or more of the requirements of MH.-P-240414. The most prevalent faults were in shielding and filtering effectiveness. It was concluded that it would be feasible to provide weapon developers with test techniques to detect many of these faults. The development of a test program for weapon developers was then undertaken by BWL, Dahlgren to provide the weapon devel6per with tests that could be used in the early stages of weapon development. This test program is intended not only to reduce the number of weapon failures during HERO evaluation but also to allow the designer to compare various techniques of meeting particular design requirements.
