IMPROVING ECONOMIC DISTRIBUTION IN THE KAZAKH SSR IN CONNECTION WITH THE DEVELOPMENT OF THE NEW FIVE-YEAR PLAN FOR 1966--1970

摘要

In the decisions of the Twenty-Second Congress of the CPSU and in the new Program of the Party which was adopted at the congress there is now being advanced as one of the most important tasks a further raising of the level of planning and management which must meet the demands of the period of full-scale building of Communism. The Program of the Party demands that in the future the role and responsibilities of local organs in managing the economy be greater. It is essential to improve the activity of councils of the people's economy sovnarkhoz which constitute a vital form of industrial management and which are responsive to the present-day level of productive forces. Along with improvement in the work of sovnarkhozes of intra-republic economic regions there is also the problem of strengthening coordination among other economic and planning organs for the purpose of ensuring an integrated development of the economy by area.
