Intelligence Requirements in Incipient Insurgency

摘要

The paper deals with the problem of intelligence in the context of incipient insurgency in the underdeveloped country. The intelligence failure in Vietnam is contrasted with the successful intelligence effort during the Malayan Emergency and the reasons for both brought out. The main point is that this type of intelligence is a police function. The military seldom have the static organization required to maintain close contact with the population throughout the country.
