An Incremental Phase Changer for Offsetting Time and Frequency Standards

An inexpensive instrument is described which allows small, accurate, frequency changes to be made to the 100 kc/s output from a Frequency Standard. These frequency changes, which are outside the normal range of control of some standards, are in increments of 50 parts in 10 to the 10th power and are suitable for compensating for the occasional adjustments to Universal Time 2 recommended by the Bureau Internationale de l'Huere. The instrument in no way degrades the long term stability of the standard to which it is attached but it does cause a loss of spectral purity due to the phase and amplitude modulation caused by the method of phase changing.
