The report investigates scattering from a rough surface when transmitter and receiver are at a finite distance from each other, so that the sphericity of the incident and scattered waves has to be taken into account. The calculation is complicated by the fact that, unlike the case of plane waves, the equiprobability planes of the surface do not coincide with the equiphase surfaces, therefore, a number of simplifying assumptions are made, in particular, geometric optics are used. The phase distribution of the scattered field is given by approximate integrations; from this, the other quantities of interest can be found. The results are compared with the measurements performed by Beard using microwaves and a random water surface with known statistical properties. (Author)
