Line-integrated refractivity is isolated as the basic parameter required for correcting atmosphere-induced radar ranging data errors. A basis for the determination of integrated refractivity from measurements of the absorption or emission of infrared and of microwave radiation by atmospheric oxygen and water vapor, with subsequent interpretation of those measurements in terms of integrated oxygen and water-vapor partial densities, is then established. Both active and passive absorption-measuring systems applicable to the range data-correction problem are described. Finally, examples of integrated oxygen and water-vapor partial densities obtained with active infrared and passive microwave instrumentation of the types described are presented. It is estimated that incorporation of such instrumentation into ranging systems will permit a real-time line-integrated refractivity measurement accuracy of about 1 percent in total line-integrated refractivity.
