In brief, these objectives are the gradual development of a comprehensive theory of how the behavior of the lower atmosphere is related to definable changes in the physical characteristics of the underlying terrain and land cover (such as soil type, thermal and moisture properties of the soil, albedo, aerodynamic roughness, amount and type of vegetation, and topography). This general objective can be characterized as the problem of small-area meteorology. The approach to its solution will include both theoretical models and an experimental program.
