With the goal of eventual application to the detection of resonant metallic objects above the surface of the ground masked by jungle overgrowth, using airborne radar, the problem of radar clutter is reexamined here using a spectral approach. Earlier experimental work by Liepa and theoretical computations by Ott considered the problem in the time domain. They showed that the shape of the pulse return reflects all the information on the number of targets, their relative echoing areas, and the differences in their range distances. They did not, however, provide a technique for extracting this information from the pulse shape. In this report the problem is formulated in terms of spectral frequencies. (Author)
