Computerizing a Government Data System: A Management Overview of the Steps Required and the Time Needed

The paper discusses what must be done and how long it will take to convert a manual data system in a government agency to a computerized system. Seven major tasks are identified, 78 steps involved in carrying out these major tasks are enumerated, and 50 considerations that can affect the time required for accomplishing these tasks in specific cases are described. Minimum and maximum time estimates for completing each major task are also included. The paper aims to provide a relatively brief, non-technical overview of the topics covered and is addressed primarily to the thousands of managerial personnel at all levels of government (federal, state, and local) who have had relatively little prior experience with electronic computers.
