In the Reserves the 'fast' unit vacancy promotion track develops an officer corps with repetitive rather than diversified experience, is incompatible with civilian transfers and required schooling, and drives competent officers from the service. General officers are not selected by open competition. The Marine Reserve policies are preferable. In the Army Reserve time limits should be placed upon troop unit service, and the unit vacancy track should be abolished. Competition for unit and general officer vacancies should be opened up. Interchangeability between the Reserve and the Guard should be improved, and the Guard should be encouraged to adopt similar reforms. (Author)
