A laboratory for an electronic mail handling program was recommended in AD-715 122. That report defined the purpose of the facility and made specific equipment recommendations. To assemble the laboratory, detailed plans and specifications that define the installation, its operating costs and schedule are required. The present report provides the needed information. (A THOR)
