Principal Features in Philadelphia's Air Management Code

In response to heightened public awareness and concern for air pollution, a decision was made in 1967 at the highest levels of Philadelphia's City Administration to provide setting which would allow greater public visibility of the control program and simultaneously to modernize the City's air pollution control code adopted in 1954. Because it takes a long time under civil service procedures to recruit personnel and to save time, it was decided to retain the author to draft a new code and regulations. Fortunately, the new Assistant Health Commissioner for Air Management Services, Mr. Edward Wilson, was appointed in time to review the final drafts before submission to the City Council.
