These cost-effectiveness approaches have three major faults:n1) They depend upon cost data which is, for the most part, unobtain¬able with sufficient detail and accuracy to evaluate alternative strategies.n2) They focus on the city or region of today trying to cope with the complex heterogeneity of source types and potential control methods in the formulative phase of the development of the implementation plans.n3) They focus on details such as refined source inventories and hardware and fuel costs instead of on regional air quality, present and future.
