International Regimes of the Seabed: Their Influence on United States Interests.

An analysis of proposed international regimes for the seabed beyond the limits of national jurisdiction and their possible effects on the national interests of the United States. Working papers and draft conventions submitted to the United Nations Committee on the Peaceful Uses of the Sea-Bed Beyond the Limits of National Jurisdiction are examined to determine their potential influence of the national security, economic and political interests of the United States. The paper finds that the proposals thus far placed before the Committee could have a significant impact on those interests, particularly in the area of national security. It concludes that any convention that is adopted should clearly define the limits of the seabed area and should contain provisions which would safeguard vital United States' interest. It recommends that the United States should not become a party to any convention that would impact unfavorably on those interests. (Author)
