Radio Aids to Navigation for the U. S. Coastal Confluence Region. Systems Evaluation

The report entails an unbiased technical evaluation of the capabilities of three candidate radio navigation systems (Loran-C, Decca, and Differential Omega) to satisfy the requirements of mariners in the U.S. Coastal Confluence Region (CCR). To insure objectivity in the evaluation of the aids, three manufacturers, each representing one of the systems under consideration, were asked to present the strongest possible advocacy of their respective systems in the context required to meet the previously established, and agreed upon, operational requirement. All three configurations were normalized to this requirement to allow comparison and each advocate participated in advance of preparation of his proposal in the development of terms of reference and identification of relevant physical phenomena affecting performance. The report presents a summary and preliminary evaluation of the information received from the three Candidate Systems Advocates in response to the contractor's request that they describe the most effective way of deploying 'their' system to meet the user requirements.
