Readiness Costing Using Regression Analysis.

The basic question of the study was how to relate costs to army readiness. Army readiness, to include the Army Readiness Reporting System, was examined as to what is required, what has been done, and how the present system meets the requirements. Using the present system as a base, a cost estimating relationship (CER) to relate Program 2 OMA mission costs of Army divisions to readiness was developed. Historical readiness and cost data of seven US Army divisions during the period fiscal years 1970-1972 were analyzed. Employing the technique of multiple regression, a CER was derived in terms of five explanatory variables. These variables were personnel strength, personnel turnover, level of training, equipment serviceability, and theater of operations. (Modified author abstract)
