The objective of this research is to determine the frequency dependence of power absorption in the HF band. A 90-kg Ringer's solution phantom was exposed to RF fields from 10-30 MHz in a TEM mode exposure device. A differential power meter was used to measure input, reflected, and output power. Phantom absorbed power was calculated from these data and compared with theoretical calculations utilizing the Mie solution for a prolate spheroid of the same approximate dimensions. Excellent agreement was found in comparing the empirical and theoretical results. The need for frequency corrections to present safety standards for the HF band and lower frequencies is indicated.
