Every databank system that contains identifiable personal information requires adequate procedural and technical means for (1) safeguarding the data subjects' rights; (2) maintaining confidentiality of selected records; (3) preserving data integrity; (4) providing data security against unauthorized access and modification; and (5) assuring compliance with the protection requirements. The specific design of each of the above components of the protection system depends on the purpose and functions of the databank system, the nature of the personal information stored and processed, the applicable statutory requirements, and the structure and capabilities of the computer system associated with the databank.
