Feasibility of and Design Parameters for a Computer-Based Attitudinal Research Information System.

A study was conducted to determine the feasibility of developing a computer-based attitudinal research information system (RIS) for the field of Navy personnel research. At present most data bases for Navy personnel and attitude research are not now retrievable and usable for secondary analysis or trend analysis. This report also contains recommendations regarding how such a system should be designed, implemented, and administered. Literature reviews in several topic areas are presented, including information science, computer methodology, human factors considerations in on-line system design, and cost-benefit analysis. Specifically, the following subjects are addressed: information needs and requirements of Navy personnel researchers and managers, information indexing alternatives, data base design alternatives, the operational interface between users and a computer-based information system, system design and implementation requirements for an attitudinal RIS, and cost-benefit considerations. A selected listing and description of social science data archives is included as well as a partial inventory of data bases that are candidates for inclusion in an attitudinal RIS.
