Resource Diplomacy: The Role of Natural Resources in International Politics.

摘要

This is the first in a series of reports examining the role of natural resources in international affairs. The paper presents an overview to the problem discussing historical relationships between resources and politics as well as the meanings and implications of current resource diplomacy patterns. The paper also presents three indicators used in the construction of a critical mineral index that identifies critical minerals in terms of their availability, economic importance, and geographical concentration of reserves.
